I think those might be tent worms. About 10-12 years ago, we had such an infestation of tent worms in our area that a great many trees were covered in these web tents. It lasted 2-3 years, and then they were gone. But for those few years it was distressing to see so many trees covered in silk tents.

Joni, that's exactly what it is. And you're right - they do tremendous damage to the trees and crops. I'd just never seen one that formed like a cocoon over the fruit and it intrigued me in a very offbeat way.
